the words that scare me here are "the decision
of the government". The government. Is that her name now?

In all seriousness, before Ms.Jayalalitha decides to go ahead with her plan, she must make public the facts behind her claim that the previous work was of poor quality. Simply calling it that doesn't justify her plan to construct a new one.
